
Elaine Hardee was born in Jamaica Queens, NY, and raised by her mother in Temple Hills, MD. She holds a Master’s degree in Human Resources Development from Bowie State University and a Bachelor’s degree in Social Work from Virginia State University. Elaine’s career spans over thirty years in senior leadership roles in Human Resources, Labor Relations, Healthcare Administration, and Program Development. She has honed competencies in Grant Writing, Resource Development, Leadership, Strategic Planning, and Community Organizing, with a proven record of securing and managing over ten million dollars in federal, state, and private foundation funding.
Currently, Elaine serves as an Employee and Labor Relations Advisor with Prince George’s County Public Schools, providing labor relations guidance, support, due process hearings, and assistance to administrators and leaders throughout the district. She has served on the Tri-County Council for Workforce Development and holds a certificate in Diversity, Equity, and Inclusion from the University of South Florida. Elaine is a nationally Certified Professional with the Society of Human Resources Management (SHRM-CP) and dedicated over twelve years as an Adjunct Instructor at The College of Southern Maryland. Married to Joseph Hardee, Jr. for over 32 years, she has raised their three children in Charles County.
